How does Google decide who ranks in the Map Pack?
Google names three local ranking factors in its own guidance: relevance, distance and prominence. Every honest local campaign is the deliberate improvement of those three. Most agencies never mention them.
Relevance
How well your profile matches what the person searched for. Driven mostly by your Google Business Profile category and the words on your website.
Distance
How far your business is from the person searching, at the moment they search. You cannot change your address, but you can change how Google reads your service area.
Prominence
How well known and trusted your business is, built from reviews, citations, backlinks and mentions. This is the factor you can grow the most.

How does the Map Pack decide which three to show?
Google shows only three local results, so every element on your listing is doing a job. The three winners are ranked by relevance, distance and prominence, then each listing is dressed with the signals below. Learn to read one and you can see exactly why you rank where you do.
